What is a Building Energy Rating Certificate orBER CERT?
The requirement for BERCERT’s inIreland forms part of the Energy Performance of Buildings EU Directive. The aim of the Directive is to make the energy performance of a building transparent and available to potential purchasers or tenants.
A Building Energy Rating (BER Cert) is simply a survey to investigate building fabric and building services that are incorporated within your house and in turn to see how good it is at using energy. The procedure will also measure how much energy usage and carbon emissions your house will use or produce over a given year based on heat loss through the building fabric & energy consumption through building services.
Based on this survey, your house will be rated on a scale of A to G. A-rated buildings are the most energy efficient and will have the lowest energy bills, whereas those rated G are the least efficient.
Is It Mandatory to Have Ber Certs?
YES. Since the 1st of January 2009 BER Certs in Ireland have were declaredcompulsory for all home owners at the point of sale or rental or on completion of a new building. The BER is a rating of a dwellings energy efficiency. The homeowner looking to sell or rent is under no obligation to make any recommended improvements but they may be asked to display energy certificate so go for one today.
BER Certs in Ireland can only be carried out by specially trained BER assessors such as Forest Leaf who are registered with Sustainable Energy Ireland (SEAI). The assessor will issue the BER Certificate by using various calculation methods and the SEI approved software.
A BER Certificate is valid for 10 years, provided no change to the building or materials has been made.
How is a BER compiled?
The rating of a BER Cert is compiled from the results of our survey using the approved Dwelling Energy Assessment software (DEAP) published by Sustainable Energy Ireland that helps in compiling Ber certificates Ireland.
Forest Leaf Energy Consultants will normally survey the dwelling to record, for example, the size of the dwelling, the construction method and materials, the insulation levels, the types of windows, the ventilation features, details of the heating and hot water systems, lighting systems, building orientation and exposure. This information will then be used to generate the BER Cert which represents the energy performance of the dwelling.
After inspection, Forest Leaf will issue you with the following:
- A building energy rating certificate
The certificate uses a colored scale to how energy efficient the building is. The BER scale ranges from “A1” (most efficient) to “G” (least efficient).

What is a Display Energy Certificate (DEC)
From 1st January 2009 all public body buildings occupying over 1,000sqm are required to exhibit a display energy certificate in a location clearly visible to the public. Besides, anyone selling or leasing a new home from 1st July 2008 has to display energy certificate. This certificate is based on the measured energy and CO2 use in the building compared to a benchmark for a similar building. The rating is shown on a Ber certificate band from A-G, A being the most efficient. The certificate displays both energy & CO2 consumption.
